Help testing telnet ...

All, I am running the following flavor of Unix, "SunOS xxxx 5.9 Generic_112233-01 sun4u sparc SUNW,Ultra-4". I need to open access for oracle on port 1521. But I am having trouble testing the basic network connectivity. For example I can't ping the server from outside, where as I can ping another server (running 2.6) from outside. I can not "telnet server-a 1521" whereas "telnet server-b 1521" works. Server-b is running solaris 6 and server-1 is running solaris 9. Any idea on how to open this up for a particular ip which I am comminf from on solaris 9? Thanks.
