Help in creating a DBA remediation, stabilization and optimization plan

Hi,
I just got a short email from our VP simple saying
"Please work in creating a DBA remediation, stabilization and optimization plan."

What is this, and how do I go about it? Is this a plan for the event of disaster? Strategy for recovery? Suggestions for improvements?
