Help for Newbie getting started Oracle Express 11g.

I can't get the 'Get Started with Oracle Database XE' shortcut on my desktop to progress beyond this fatal warning........... Windows cannot find 'http:/127.0.01:%HTTPPORT%/apex/f?p=4950' Can anyone offer any help I've uninstalled and reloaded both the 32 bit and 64 bit versions of Oracle Express several times but no success. It all looked so easy in the web training video. I'm trying to run this on Windows 8
