Help Files Gone

Build MAIN-32.13
Windows XP

Under the Help Menu option the Table of Contents, Full text Search and Index when clicked on do nothing.

The release notes and the about option brings up the requested information.

I had used help files on build 32-13 until now as I was trying to figure out another issue but can't get any help
