Help after Apex upgrade. Landing page says "App Unavailable" for Oracle Apex

Hi,

I am testing the Apex/ords upgrade to version 23 (from version 20). Our install uses Apache/tomcat on a seprate server from the Apex backend database server. I have performd the Apex and ords upgrades and also re-rean the configuration. However, it looks like something is off somewhere. When I hit the url for the Apeche/tomcat server at https://10.0.1.218/ords I get redirected to https://10.0.1.218/ords/_/landing and it says that Oracle Apex “App Unavailable”. Looks like the APEX_PUBLIC_USER login is OPEN. What might be off in my configuration?
