GTC trusted source recon - update failure with duplicate Login Id

I've seen some similar posts on this subject but can't get to the bottom of the problem....

I'm doing a trusted source recon using a GTC from a simple CSV file. Creates work perfectly with no errors.

If I then re-run wth exactly the same input then, according to the docs, it should perform an update and make no changes but I get the following:

ERROR,28 Jan 2010 16:22:05,380,[XELLERATE.SERVER],Class/Method: tcUSR/verifyUserLogin Error :User Loginid is duplicate.
ERROR,28 Jan 2010 16:22:05,411,[XELLERATE.SERVER],Class/Method: tcUSR/eventPreInsert Error :User login is not correct.

There's no mention in the doc of the need to manually configure any recon rules so I'm kind of stumped on this.

Any help much appreciated.
