groupadd command is not working

I am trying to add a group called dba to install oracle 9iR2 on Redhat linux 9.
but, it keep giving me a error says:
bash:command groupadd is not found

It seems other unix commands are working fine except gropudadd and useradd command.

Can anyone tell me why the groupadd command is not working? and what should i do to fix this problem?
