groupadd command error

Hello all. I recently downloaded and installed Redhat Linux Enterprise 5 on my system. I tried to create the dba group, for my oracle database 11g R2, using the "groupadd command" but got the following error message ' bash: groupadd: command not found ' . I also get a similar error when i try to add user ' bash: useradd: command not found '.
I'm quite new to the Linux OS so i'm sure i'm not doing something right. I really need some help here.
