Got warning message about the image directory after upgrade to 23.1

I upgrade the APEX from 22.2 to 23.1. When I access to new 23.1, I get a warning message as below.

There is a problem with your environment because the Oracle APEX files are not up-to-date! The files for version 22.2.0 have been loaded, but 23.1.0 is expected. Please verify that you have copied the images directory to your application server as instructed in the Installation Guide.

I still can access the 23.1 and login the workspace. But I consider it will be some potential risks when using the new 23.1. How can I fix this issue?
