Got stucked in Oracle webtier installation

Hi All,
I am new to OHS.I have already have a weblogic domain running. But when tried to install Oracle webtier component in my windows machine i got stucked in the 8th step where it asks for weblogic domain and shows the below error "INST-07281": JRF is not setup in the specified domain. Please advice me how to proceed with the installation.
