GOODNESS in gv$servicemetric

Hi,

I have 2-node RAC on Linux 64-bit. Version 12.1.0.2 with HR service in ORCL database. Database is admin-managed.

Service has CLB goal = SHORT and RLB goal = SERVICE_TIME

How to interpret GOODNESS. Higher value means better quality and more probably new connection in HR service goes to instance 2?
