Goldengate 23ai Upgrade

HI ,
I am issues upgrading from 21.3 to 23.4 MA ,

When i tried upgrading the Service manager i get this error on the adminclient
Operating system character set identified as UTF-8.
terminate called after throwing an instance of 'Poco::IOException'
what(): I/O error

OS - EL9
Oracle Database - 19c
