Golden Gate export/import Issues

I am working on Active-Active Bi-directional GG, my source and target DB are same in structure but data is different here, my problem is we want data on both sides to be same like (A+B) on source & (A+B) on Target systema, say we need to merge them and make data same on both sides, if there is data on target how can we do an import of data from sorce to target, will export import work, if so how much time it may consume for (1+TB of data) to be imported for intial load from source to target and from target to source. Is there any other tool where we can work on with Merging data? or else oracle exp/imp is the only solution? If so is it possible to do an import?
