Go To Database HomePage - Page Cannot Be Displayed Error

Hello, When I try to go to the database homepage after a computer reboot I get the Page Cannot Be Displayed error. So I'm thinking the database service is not started. I click on the Start Database. The command window pops up and displays that the OracleXETNSListener service has already started and the OracleServiceXE service has already started. The process ends a few seconds later. Then when I go to the database homepage it works.

Any ideas on why I have to do this after a reboot?
