go_item or next_item doesn't work for WHEN-CREATE-RECORD

Hi,
Can anybody tell what are the restrictions on GO_ITEM, NEXT_ITEM...
When I try to create a new record, first item is automatically loaded from database, so i want to move to 2nd item of the same block immdly.. but it seems GO_ITEM, NEXT_ITEM is restricted..
any help appreciated
