global mouse interaction without frame

Hi there...

is there a way to frequently get the MousePosition whenever the mouse is moved, even outside the Application Frame?
Background for this: I want to achieve a global mouse cursor manipulation like for example in omnidazzle (mac app) which changes the cursor... What for? Presentations.... To have a mouse cursor bigger in size and also in different shapes.. And of course without a gui everywhere on the desktop...

Any tips or advices concerning Mac OS X or Windows are welcome...
