Getting "Self-referential.." going to db home page

Just installed Oracle XE 10 on Vista and when I try to go to the home page, I get this:

Self-referential requests to proxy are forbidden
Self-referential requests to this proxy server are forbidden

Also, cannot seem to connect to oracle with PL/SQL developer client. Says listener doesn't know anything about the XE service.
