Getting PermSize: Memorry Error while Starting managed server

Dear All,
I installed SOA 11.1.1.3 version on my PC (running windows XP sp2, 4GB Ram). Installtion is completed sucesfully. I started weblogic Admin server then manager server. Admin server is started properly. But manager server is not starting and in the logs it is shwoing that "PermSize: Cache Momery".

So, Can you please anybody help me to solve this issues.
