Getting ORA-27300/ORA-27301/ORA-27302 errors with 11.1 database

Getting this on an 11.1 database:

ORA-27300: OS system dependent operation:fork failed with status: 11
ORA-27301: OS failure message: Resource temporarily unavailable
ORA-27302: failure occurred at: skgpspawn3
Tue Jan 29 12:34:56 2013
Process J000 died, see its trace file
kkjcre1p: unable to spawn jobq slave process

There's absolutely no memory issues with the server. And ulimit -n for the database owner shows 29995. Googling around it seems there was an issue with 10g and TCP waits. This is a Solaris 10 server and my question is would reducing tcp:tcp_keepalive_interval be an appropriate action here? It's at its default of 7.2M at current. I'm at my wits end trying to figure out where the problem is. "processes" parameter is set at 500 in the init file and the DBA assures me that it is a sufficient number for this database.
