I am getting ORA-12545..

Tns error struct:
ns main err code: 12545
TNS-12545: Message 12545 not found; No message file for product=network, facility=TNS
ns secondary err code: 12560
nt main err code: 515
TNS-00515: Message 515 not found; No message file for product=network, facility=TNS
nt secondary err code: 0
nt OS err code: 0


I just installed a Oracle Database Enterprise Edition, version 8.1.7. I am moving from one machine to another ( a better machine).

I installed, restore data, and can connect to oracle server from SQLPlus with my notebook.

When I tryed to connect from my WebServer that operates with Linux, I am getting this error ORA-12545.

I didn't change anything in Linux machine, just a new installation of oracle server.

When I saw the Listener log file, I realize that I receive the connections, They are on my logs, identified all parameters like host, ip, username, application, but I don't know why they have been dropped.. some problem with authentication??

Please, I need some help at this point.
