Getting ORA-12519 errors! any clue what it could be?

ORA-12519
When I run ODI scenario I get the below error :

java.sql.SQLException: Listener refused the connection with the following error:
ORA-12519, TNS:no appropriate service handler found The Connection descriptor used by the client was:
devdb.mycompanyl:1521:oral1

Any help is greatly appreciated.
