Getting ORA-00909: invalid number of arguments when following MOS NOTE :-813596.1

I am unable to create tuning task using the recommendation in 813596.1.

I am getting ora-00909 error.

Does anyone know how to work arouind the issue with "ORA-16951: Too many bind variables supplied for this SQL statement" When using Parameter sql_binds(anydata.ConvertNumber(100)) ?
