getting LifecycleException: Coyote connector has not been started

Hi
I'm getting following error while starting Tomcat.

Catalina.stop: LifecycleException: Coyote connector has not been started
LifecycleException: Coyote connector has not been started

I've added following code to web.xml. If I remove these lines Tomcat works fine. Also Display.tld is present in Web-INF folder.

<taglib-uri>http://displaytag.sourceforge.net/</taglib-uri>
<taglib-location>/WEB-INF/displaytag-11.tld</taglib-location>
</taglib>

How to correct this error?
