Getting FRM-18126: Could not invoke the browser

When trying to test on Win XP Pro SP3 forms from Dev. S. 10.1.2.3.0 using IE7 and IE8 getting the error message FRM-18126: Could not invoke the browser
I can test using FireFox 3.6.13 no problem.
So far found two suggestions on the web.
1. Set full path in registry HKEY_CURRENT_USER\SOFTWARE\Oracle\Toolkit\TKBrowser to IE
2. Disable Win Firewall
Neither helped... And, besides this, setting browser using in forms developer via Edit > Preferences > Runtime or using default browser seem to work when using FF.
Meaning this is what suggestion 1 found suppose to address but this does not seep to be the issue - the browser is found and runs fine if it is FF.
For IE somehow it is not true. I am not sure what is the reason for it not be "invoked".
Besides this, on another machine IE7 runs forms just fine - no such error message. The difference between two machines is that on the one where IE7 is "invoked" just fine IE came with windows (to my best knowledge) where as on the machine where I am getting the error message IE was installed from downloaded from MS site distribution. The version numbers are different as follows: 7.0.5730.13 and 7.0.5730.13IC respectively.
Version info for IE7 from Support Info in Control Panel > Add or Remove Programs is the same for both machines: 20070813.185237
Please what might be a problem - others seem to be using IE (both 7 and 8) just fine...
