Getting error ORA-28000 - password lifetime unlimited

Hi All.

I have a 21c XE DB. ORDS has been deployed into pluggable.

I set password_life_time unlimited for default profile. This profile is assigned to ORDS users.

All ords users account are open and has this profile assigned:

However sometimes is being reported Apex is not available with ORA-28000

I also see that at CDB level anonymous account is lock:

Could this be the source of the problem?

Ords is ORDS: Release 22.2 and Apex is APEX 22.1.0

What else should I check?
