Getting error 69 85 during install (JCOP Tools)

I have the following problem: when I use eclipse/jcop tools to upload and install an applet I get error 69 85 (Conditions of use not satisfied) on install.

I have searched the forum, but none of the solutions provided helped me. And yes, my AppletID is different from the packageID :-).

Perhaps someone knows what to do on this error.
