getAllRowsInRange and setRangeSize

All,
We are seeing getAllRowsInRange method returning fewer rows than range size.

In the code snippet below

DCIteratorBinding iteratorBinding = getPagingIteratorBinding();
iteratorBinding.setRangeSize(results.size());
iteratorBinding.executeQuery();
iteratorBinding.setRangeSize(results.size());
Row[] rows = iteratorBinding.getAllRowsInRange();

There are 28 rows in the results and getAllRowsInRange is returing just 25. The fetch size is set to 25.

What could be the issue? Any help is greatly appreciated.
