Get User Browser

I have some issues with a layout of a page - setting some values for different page elements
display nicely in one browser but do not work for others. This is mostly the case if you have
some different item types beside each other and you want your form to look professional
and symetric. Also, in the most of the cases the distance between the elements is a
problem.

My question:

What is the best way to identify the user browser after authentication? Is there a standard
function for ApEx for that purpose?
