Get through firewall - How.

I need to get a file from a site outside of our firewall. I keep getting the FIleNotFoundException. I was getting a timeout error but then I added the httpHost and the httpPort system variables - now file not found. Unfortunately I am stuck with 1.3 for a while. How how can I tell if I am being blocked by our firewall or if I have another problem. Thanks
