"Get Started" URL doesn't work...

I downloaded Oracle Database 11g Express Edition, when I click on Get Started it gives me the below error

Oops! Google Chrome could not connect to 127.0.0.1:8080

I also tried using IE browser, same error pops up.Tried all that is there online, doesn't seem to work.
My OS is Windows7. Help Me, I am new to it and I need it badly
