Get second Sunday in March in 10g

Is there a way in Oracle SQL to get the First or Second Sunday of a month?

Get Second Sunday in March 2007 when DST took affect and First Sunday in
November 2007 when DST ends to compare to sysdate and determine if the
Offset from GMT is the same.

I have only found examples of PL/SQL functions people write to get First Sunday in a given month do this.
