Get Notification on windows

APEX 5.1.4

Browser: Chrome, Opera

Operating System on Client: Windows 10

We have a help desk system made in APEX, we need to notify help desk technicians of any new help request from the users.

example of notification is like when you are using whatsapp web and receive new message you get windows notification with a bell, we need same notification functionality .

How can we do this in APEX ?
