Get application ID in a Supporting Object Installation Script?

How can you reference the application ID in a Supporting Object Installation Script?

I need the app ID of the application being installed, not APEX, app ID 4000, which is performing the installation.

The app ID is provided by the installer person, or assigned by APEX, during the application installation process.

Once the application is installed and running, then the built in substitution string ( :APP_ID and its variants) works fine, but not in the installation scripts, where it seems to return 4000.
