Generating Database Relationship (ER) Diagram

Hello All,
I am a newbie in Database as such. I have a database created in Oracle and would like auto generate the ER diagram for this database giving me a visaul overview of the entire database.

But after several hours of googling and trying out different software it seems it is developer who needs to create this diagram. Is this true ?

What are the other I can learn overview of a given database so I can start retrieving and storing data into the database ?
