Generate PDF files from PL/SQL Procedure

Hi, I need a miracle...
I want to create some PDF's from PL/SQL procedures that we have stored in 9i that will be accessed (viewed) via a web browser. I do not have any of the Reports/Forms building tools so hence the search for a miracle.

Is there any way to do this using just PL/SQL code?

If not, can I install Oracle Reports or simular on my personal machine without need to install files to the server(s).
