Generate HTML from pl/sql

What i'm trying to do is pull a query from my oracle database with a list of values. I then want to create a html page which contains these values and send the generated HTML in an email to form the body of the email.

Sending the email shouldn't be a problem but how do i go about generating the html?

Any help would be much appreciated.
