Generate Fixed Length Files

Guys,

I have got source data files which are not really fixed length. For example, if the last column/columns does not have any data, it is not space filled so the lenght of the record is reduced.
ODI only works in FIXED or DELIMITED files. So my query is:

1) What's best way to convert the variable length records in a file to fixed lenght and then to be used by ODI for processing?
2) Does anybody done such task or any ideas would be appreciated.
