Generate AWR report from BI Publisher and make it available as Public report

I would like to allow my developers to view AWR reports enterprise wide by generating the AWR reports for all the database and making these reports available as public reports perhaps via BI Publisher or via something else is this something that is doable ?

Say i have databases db1,db2 ..dbn and developers dev1,dev2..devn

i want dev1 to be able to view db1,db2 ..dbn awr reports without ever logging into EM

and similarly

dev2 should be able to view db1,db2 ..dbn awr reports
