General PSU and SPU patches for the OEM repository database?

Em12c says my OMS database should install 20299013: DATABASE PATCH SET UPDATE 11.2.0.4.6 (INCLUDES CPUAPR2015) however when i try to make a patch plan, EM says

Target "OEMPROD.UIT.NO" is the repository of this OMS. Patching this target is not supported. Use OMS Update Manager.

So does this mean that the OEM db should not have the general PSU, SPU, JAVAVM patches installed and only the special oms patches?
