gdi32.lib and user32.lib files

I want to run this code :

"c:\Program Files\Dev-Cpp\bin"\cl -Ic:\Program Files\j2sdk_nb\j2sdk1.4.2\include -Ic:\Program Files\j2sdk_nb\j2sdk1.4.2\include\win32 -LD HelloWorldImp.c -Fehello.dll c:\Program Files\j2sdk_nb\j2sdk1.4.2\lib\jawt.lib c:\Program Files\j2sdk_nb\j2sdk1.4.2\lib\User32.Lib c:\Program Files\j2sdk_nb\j2sdk1.4.2\lib\Gdi32.Lib

where can I find and download gdi32.lib and user32.lib files??
