Future of Oracle Forms

I have a customer who has Oracle Forms in use in production today. They are trying to derive a plan for migrating out of Forms but they can’t seem to agree on the priority for this effort. There appears to be a conflicting sense of urgency stemming from an uncertainty regarding the Oracle Forms product roadmap.

I’m trying to get a realistic sense for the future of Oracle Forms. I know from the Oracle Product Support information that the latest version of Oracle Forms (12.2.x) has Premier Support until Oct 2020 with Extended Support ending October 2023. I’ve also seen a fair amount of indication that no one seems to recommend starting new efforts in Oracle Forms, advocating the use of something like APEX instead. Do folks with Forms in use today generally plan on being out of Forms by Oct 2020 or are they more often than not going to plan for longer migration strategies and opt for Extended or even Sustained (endless) support in short term?
