Fusion Sales - Manage References link missing

Hi,

We have a trial instance of fusion Sales.  I am trying to create Reference Customers. I dont see the task 'Manage References' in Customers screen.

Neither do I see the option in Customer details page, action button menu.

I have verified this using the Implementation user login, Sales administrator login, Sales manager/rep logins. None of them had visibility to Manage References

P.S.: I am able to see "Manage References" task under Opportunities screen. However, there is no create button available.
