Fusion Middleware product Forms and Reports 12c on WebLogic Server 14c

Hi All,
I am trying to install the latest version of Oracle WebLogic Server 14c and Oracle Fusion Middleware Forms and Reports 12c. Although the WebLogic Server is at version 14c, the Forms and Reports is at version 12c. Is it okay to install them together with an Oracle 19c metadata database?
Any help would be greatly appreciated.
