Funky character displayed when using non-breaking spaces

hi -- I have several LOVs that replace spaces w/ non-breaking spaces. (This essentially let's me display "columns" of
data in the LOV - eg a site name and the type of site that it is -- reservoir, hydro power plant, etc.)

On the development installation of APEX this worked great. On the production installation (which the development application was ported to, no changes), the non-breaking spaces are showing up as a funky character... looks like a diamond with a question mark in the middle. (That's on Firefox. On IE, they display as empty squares.)

Both installations are running apex 3.2.1. The production installation of APEX is quite new.

I don't know much about the prerequisites software for APEX, but could this have something to
do w/ configuration parameters in Oracle Text, or ... ???
