full-screen non-moveable frame (maximized)

Using full screen exclusive mode I'd like to make a frame that will sit on top of everything else , be maximized but not movable. I'd also like to keep the minimize and close button. My plan was to use a decorated JFrame and maximize it.
I've tested on Windows XP and Vista but I've had several problems.
1) When in the JFrame is in full screen and maximized the Windows taskbar appears
2) When I set resizable to false the window becomes restored down ( not maximized ) and is thus movable again

To make it unmovable I've found a trick ( getting move events and setting it to 0,0 ) but the most important thing would be to make the JFrame window cover the Windows taskbar when maximized.
