Full Refresh on 10.3.0.2.0

Hi guys,
I am testing 10.3.0.2.0 in WIN32 at the moment and found that clients always have complete/full refresh regardless sync options I put in.
Rather than having this issue being fix via Metalink, do you guys found any workaround?
