full install of apex 5.1 on 12c fails with ORA-65023: active transaction exists in container CDB$ROO

Hi,

db version : 12.1.0.2.0

OS : windows 10 pro 64 bits

apex : 5.1

when I check after full installation of apex, it seems apex is installed ok in my CDB (select * from WWV_FLOW_UPGRADE_PROGRESS where upgrade_error is not null returns no rows)

it is not installed in my PDB (only have 1)

the logfiles contain over 900 errors but I think this is the cause of all this :

in coreins0.log this appears :

ORA-65023: active transaction exists in container CDB$ROOT

can anyone help me out ?
