ftp refused connection red hat 4

hi
i have oracle9i db on linux red hat 4.2.i took backup.i want to transfer the backup in windows machine using FTP.
when i started ftp prompt i got the error.

[root@ebs /]# ftp
ftp> open 172.19.0.45
ftp: connect: Connection refused
ftp>

how to do that .how to check the ftp is running or not.
