FTP Package. Server don't know PASV Kommado

I used a third Party FTP Package.
This Package send a try to open a Data-connection with the Commando 'PASV' but i dosn't work. The Return code is "500 'PASV': command not implemented.".
Has anyone a idea how i can put a file from Oracle database to another directory in the intranet? How can i know the dataconnection port, that the server open?
