FSAL doesn't use jar file with own icons (Forms 12.2.1.2)

Hello

we have a problem with fsal and a signed jar file with icons.

We have installed Oracle Forms & Reports 12.2.1.2 and on Client Side we have Java 1.8.0_131

When we start the Application within the IE everything works and the icons are displayed.

When we use FSAL the JAR File with the icons are downloaded to the temporary directory of the client, but the application don't show the icons.

and the message FRM-92471 comes up. Seems to me that the Application don't use the JAR File.

Did anyone know how this can be solved?
